A list of ethics violations, judicial misconduct and civil rights violations experienced by Charles Casey in Rhode Island courts.

Complaint One:  Mr. Casey was a state employee for 19 years.   In 1992, Mr. Casey filed a grievance [G-7011 (GT-2-92) Treasury - Local 2884].   The Union contended the department was violating the parties collective bargaining agreement by not correctly compensating Mr. Casey, a Senior Accountant with the Treasury Department.  It was asserted that since 1990, Mr. Casey had been paid less than other Senior Accountants who had less time on the job than did Mr. Casey.

The grievance was denied citing Section 4.0216 of the Personnel Rules allowing the State to appoint individuals at higher than the first step of a classification payscale.  Yet, Section 4.0216 clearly states  this can be done "if a critical shortage exists" and "provided there is sufficient proof of said shortage."    These stipulations were not addressed in the Union's rejection of Mr. Casey's grievance.  Mr. Casey asserts his continued employment as a Senior Accountant at the time proved no critical shortage existed and sufficient proof of said shortage was never presented.

Mr. Casey continued to speak up about his injustice on the job telling his superiors, "You can't dodge this issue any longer and you can take this as a threat" referring to further legal action related to the injustice.  Mr. Casey was fired from his job because of this.  [Note: other employees in the same area have threatened violence and used vulgarity and were only suspended for 10 days.]  Mr. Casey continues to pursue Justice in this matter.
